How to contact an admin? There are several ways to do that. The most fastest will be contact the admin at IRC. Other options is to ask him for his steam name at the chatbox/forum.
What penalty will the cheaters get? It doesn't matter if they cheat on the server with hacks/scrpits or they cheat on the demos with hack/scripts - they get permanent ban (and if they've cheated in demos, demos get removed)
When do the admins start cups in #Cosy-Climbing? Cup admins are also HUMAN so they will start cups, when they have time & want that. Asking for cups, highlighing admins, pming them might get you banned
What are KZ points? Everytime you beat a demo, you'll get amount of points. This amount depends from the last demo beat to your demo beat. Here's an example: on 10.08.2009 Nikola beats bk_bhop; on 19.08.2009 player "Player" beats Nikola's demo and gets 9 KZ points. Those KZ Points will get you VIP features, which you can get on this page.
Flash, find me people who are willing to do their job on time and have time, without quiting after the 1st week because they see it's not easy and actually you have to spend time and put work in this and you will have MOTW or other events on time.
flexiboi: The particular demos differ from the standard/default CS movement, which could be an advantage (but in some of the cases even a disadvantage).
Its not a cheat and its even not that big a deal, it can also be a disadvantage.
Every demo will be checked, but I don't promise that they will be removed, since only kayne's demos are 160 and removing 30 demo requier an hour at least. And I'm sure it won't be only kayne.
